SOE Programs - Governability for Development
Security for Development

In this area, Bank projects will seek to make human rights protection and procedural guarantees compatible with the need to achieve citizen security, combat violence, criminality and impunity that undermine the investment climate and impose a cost on citizens, especially the poorest. Bank activities in this area can include:
- Strengthening the offices of the public prosecutor, ombudsman, and attorney general and formulating crime prevention policies;
- The establishment of rehabilitation and alternative sentencing programs to reduce recidivism;
- Training, equipping and providing infrastructure to support forensic medicine and professional investigative practices;
- Computerizing criminal statistics and establishing criminal information and record systems and;
- Strengthening executive branch institutions in charge of ensuring the state and legal monopoly of the use of force, as well as civilian control of the armed forces and the police.
