Cultural Industries in Latin America and the Caribbean: Challenges and Opportunities

Over the past decade, the new creative-cultural industries have increasingly become one of the main sources of greater production and employment in many countries. Although the growth of cultural industries has been mostly limited to the world's richest countries, a number of low- and middle-income countries have come to recognize that they too can participate in the cultural economy. In this regard, Latin American and Caribbean (LAC) countries have begun to identify new opportunities and are actively seeking sustainable solutions to maintain these industries as an integral part of cultural and economic life.

This paper complement the document: Thinking Outside the Box: Arguments for IADB's Involvement in the Preservation and Development of Heritage in which were discussed topics related to the role of culture in development and the social impact of culture.

La presente Nota Técnica busca reseñar los aspectos metodológicos y los resultados más relevantes obtenidos con la experiencia desarrollada por los autores en la elaboración de un enfoque integrado de atención a los problemas de control fronterizo y de desarrollo local y regional de la Frontera Sur de México. Dicha experiencia está basada en la respuesta del Banco Interamericano de Desarrollo (BID) a una solicitud del Gobierno de México, para lo cual, a partir de 2008, se conformó un equipo multidisciplinario liderado por la División de Gestión Fiscal y Municipal del BID con el apoyo del Sector de Integración y Comercio del BID a fin de elaborar una propuesta técnica. La propuesta tiene como objeto atender el desafío de mejorar el control fronterizo de la Frontera Sur, generando condiciones para su sostenibilidad.

El presente trabajo enfatiza en los aspectos fiscales del proceso de descentralización de los gobiernos locales en Chile, a través de un diagnóstico respecto del sistema de financiamiento municipal chileno, el cual describe sus principales características y señala los mayores desafíos que debe asumir la institucionalidad del país, con el fin de posibilitar el incremento de sus niveles de eficiencia y equidad, así como potenciar el protagonismo que debiesen tener los gobiernos intermedios en los procesos de desarrollo económico y social del país.
