Evaluation Tool
PRODEV has developed a methodology known as the PRODEV Evaluation Tool (PET), for assessing a country’s institutional capacity on MfDR implementation. The tool analyzes a country’s capacity in five key MfDR areas: (1) strategic planning; (2) budgeting for results; (3) financial management, auditing, and procurement; (4) program and project management; and (5) monitoring and evaluation. The system is designed to identify evolvements in a country’s management and thus help strengthen national management systems and institutional capacities, based on the country’s conditions.
The PET is a unique instrument. Unlike most MfDR diagnostic tools, whose measure unit sis is a specific institution, the system reviews public sector capabilities as a whole. This makes the PET a tool that can help countries monitor the evolution of their capacity to implement MfDR, as well as helping PRODEV detect the changes that have occurred as a result of implementing projects funded from Subaccount B.
