Dissemination, Promotion, and Training Activities

Classifying an event as promotion or dissemination rather than training, mainly reflects the key objectives set by PRODEV in the intervention area, rather than to the specific activities at that event; ultimately, all activities aim to promote the existing knowledge on MfDR at different levels.

Training activities at the national level seek to enhance knowledge of MfDR among government officials and bring it in line with a common conceptual framework. One of PRODEV’s most representative training activities is the National Course on Management for Results and Development Effectiveness. The course aims on training middle and high-ranking officials from the different ministries, secretariats, and government agencies on fundamental concepts of the new public sector management process. The latter attaches greater priority to obtaining results over financial execution or products. This calls for internalizing a culture of monitoring and evaluation and institutionalizing permanent corrective practices.

The course creates a favorable environment for constructive discussion among experts and promotes learning through lessons learnt among officers from the various participating entities. Most of the course facilitators are well known international academics. These programs are designed and implemented in coordination with agencies in the countries, based on their requests and needs.

Several national workshops have been held in response to the demand and interest shown by the countries, such as workshops to launch Technical Cooperations, informational workshops to increase awareness among high- and mid-level authorities, and seminars on specific topics. These activities have served to promote MfDR’s concepts and recruit new members in the task of changing the public sector culture to one based on obtaining results rather than merely following procedures.

PRODEV has also participated in initiatives and events outside the Latin American and Caribbean region. These events have made easier to (i) to harmonize, coordinate, and exchange knowledge and experiences with other multilateral and bilateral agencies; and (ii) for the countries within the region to share their best MfDR practices among the international community and simultaneously to benefit from other worldwide experiences.

Some of activities include the following:

  • Seminars, workshops, and videoconferences at the regional, subregional and national levels
  • Regional, subregional, and national training courses
  • Publications and consulting material
  • Website on development effectiveness and managing for development results

Through these activities, PRODEV aims to ensure that officials responsible for implementing reforms in results-based management main areas are up-to-date in terms of the latest MfDR concepts and practices. It is also helping to create a team of MfDR-minded civil servants so that the changes needed by the Region might be implemented.
