Mexico: Multiphase Program to Address Urban Poverty

Multiphase Program to Address Urban Poverty (HABITAT). The Hábitat program, which is carried out by Mexico’s Federal Government, is designed to improve living conditions and access to basic social services in poor urban areas of at least 15,000 inhabitants. Since its inception in 2003, the program has cofinanced investments in municipalities, and through an integrated approach, carries out initiatives in areas with a high concentration of patrimonial poverty. The program’s integrated approach is evident in its emphasis on combined actions: On the one hand it encourages investment in basic infrastructure and equipment; on the other it promotes and funds the delivery of social services and community development activities. These actions are coordinated with the inputs of other federal ministries, state, and local governments. Hábitat’s potential beneficiaries are 10.6 million urban households in patrimonial poverty. As of August 2009 the program had benefited 48 percent of these households.
