Operational Guidelines for Housing: Urban Development and Housing Policy
These guidelines provide orientation to Bank staff and Project Teams in the identification, orientation and analysis of housing projects. They complement the Urban Development and Housing Policy (OP751) that gave ample latitude to the Bank to support countries in their efforts to improve the housing conditions of low-income families, while demanding a more thorough justification, in terms of sector-wide diagnoses and goals, of how the components of specific programs are selected and designed. The guidelines are designed to help in the preparation of housing operations and they should be followed as closely as possible by the staff. Deviations from the criteria listed should be discussed by Project Teams with Management as early as possible in the project cycle.
