DR0123 : Drinking Water and Sanitation Sector Reform
Project Description
The project seeks to provide quality potable water and sanitation services nationwide at the lowest possible price, and under plans that are financially and environmentally sustainable, by having the companies operating the services act as private suppliers on competitive markets. The metropolitan companies—Santo Domingo Water and Sewerage Corporation (CAASD), Santiago Water and Sewerage Corporation (CORAASAN), Moca Water and Sewerage Corporation (CORAAMOCA), and Romana Water and Sewerage Corporation (COAAROM)—will be transformed into government-owned stock companies, with civil society participation on their boards of directors and the inclusion of the private sector through management contracts to CORAAMOCA and COAAROM. The project funds four components: (a) administration and coordination (b) demonstration and emergency works, as well as training in system management, to address the urgent water and sanitation problems whose execution can be completed in under a year; (c) technical assistance, assisting the management of each metropolitan service company to prepare a business plan so that it can become a stock company; and (d) investments in infrastructure, including prefeasibility and feasibility studies, the rehabilitation of existing works, and financing to strengthen the regional units of the National Potable Water and Sanitation Authority (INAPA) and to support community management of rural water supply systems. In addition, the Bank will fund a parallel MIF technical-cooperation (TC) project: Installation of the New Institutional and Legal Framework for the Potable Water and Sanitation Sector (TC-99-01-00-5). The TC aims to place the new institutional and legal framework for the sector in operation on the national level, through three components: (a) preparation to implement the new institutional framework for the potable water and sanitation sector; (b) establishment of the regulatory framework and start-up of the regulatory agency, the National Water and Sanitation Regulatory Council (CORSAS); and (c) establishment of a policy framework and start-up of the lead agency, the National Potable Water and Sanitation Services Policy and Planning Office (ONAPAS).
