1) to strengthen the capacity of institutions at the State and municipal level in Brazil in the economics of climate change and the options available at the local and international level (fiscal and economic policies, international markets, sources of finance for mitigation and adaptation) to achieve their emissions reduction goal; and (2) to develop tools and mechanisms that would allow incorporation of concerns of economic impacts of climate change in the planning and management of the state and municipal level budgets and fiscal policies, with focus on Managing for Results.
