IDB joins the global initiative Centers for Learning on Evaluation and Results (CLEAR)

• CIDE will be the first CLEAR Center serving Latin America and the Caribbean
• The Center will be focused on supporting the consolidation of national Monitoring & Evaluation systems to gauge the effectiveness and results of public policy initiatives
• For the first time, the IDB will play a key role in the consolidation of this CLEAR Center in Mexico

The Inter-American Development Bank (IDB), for the first time, is joining other donors to participate in the Centers for Learning on Evaluation and Results (CLEAR) initiative, which aims to strengthen the national monitoring & evaluation systems among member countries within Latin America and the Caribbean. The IDB participated in a highly competitive process to select the first Latin American CLEAR Center, and it is currently providing training and finance for the consolidation of the first CLEAR Center for Latin America. 

CLEAR is a collaborative effort among donors and partner countries aimed at strengthening partner countries’ capacities and systems in monitoring and evaluation (M&E) and performance management (PM) to focus on results and evidence-based decisions. 

CLEAR regional centers are located in China, India, South-Africa, Senegal and, starting this year, at the Centro de Investigación y Docencia Económicas (CIDE) n Mexico. CIDE was selected competitively from 22 applicants across Spanish-speaking Latin America. 

In addition, CLEAR is supporting competitively selected regional institutions to provide high-quality, practical, and applied capacity-development services in M&E and project management. It also facilitates global learning through the development of innovative materials and practical knowledge-exchange and peer-to-peer learning on M&E and PM across regions.

CLEAR's partners, in addition to the IDB, include the African Development Bank, the Asian Development Bank, Australian Agency for International Development (AusAID), Belgian Cooperation, Department for International Development (DFID), the Rockefeller Foundation, Swiss Agency for Development and Cooperation (SDC), Swedish International Development Cooperation Agency (SIDA, and the World Bank.
