Over the past 50 years, the IDB has approved operations for Mexico for more than $25 billion, which makes it the largest recipient of IDB loans and disbursements in Latin America and the Caribbean, and constitutes the largest volume of funding in the history of the bilateral relation.
During 2009 and 2010, the IDB updated its strategy in Mexico, which includes strategic areas for the modernization of the labor sector and the state, the elimination of competitive barriers for companies, the support for the consolidation of the climate change agenda, and the strengthening of the sustainability of Mexico's fiscal policy, among others.
The IDB is promoting the modernization of the social sector in Mexico to reduce poverty through the financing of the Opportunities program, implemented by the federal government. In addition, the IDB supports programs for education, health, nutrition of children and youth people and agriculture.
In order to expand the private sector's participation, thereby promoting the sustainable development of individuals, the IDB has financed programs that aim to eliminate barriers to competitiveness in the housing, agriculture and energy sectors.
Climate change has become a priority for Mexico and is a fundamental part of the strategy. Therefore, the IDB is supporting the federal government to define and consolidate the climate change agenda by adopting a series of policy reform loans of a programmatic nature, with two individual operations approved and one being designed for the sector.
This strategy also includes the structuring of financial programs in energy efficiency and renewable energy through development banking and commercial banking. The IDB also seeks, through technical assistance, to consolidate the institutional strength at the national state and municipal levels, to ensure an effective implementation of programs to mitigate and adapt to climate change.
With regard to clean-energy development in Mexico, the IDB has played a key role in the consolidation of the regulatory framework and federal programs related to energy efficiency and renewable energy, among which are the wind projects in Oaxaca.

Regional development involves the strengthening of states and municipalities, through the financing of high economic and social profitability projects that benefit the communities with the greatest needs. The support that the IDB has provided and will continue to provide for the Opportunities program is a successful example of the attention given to this priority.
Water will remain a crucial issue for the IDB. Through the support of investments to eliminate barriers to private-sector participation, the Bank will seek to contribute to expanding coverage and improving the quality of drinking-water services and sanitation in rural communities, benefiting up to 10,000 people.
These goals are part of the IDB's priorities for the coming years in Mexico, and also include promoting micro businesses, accelerating the decentralization process, as well as increasing access to financing for housing and improving the effectiveness of financial systems and development banks.
