Operational Policy on Gender Equality in Development
The IDB wishes to express its appreciation to all the participants for their valuable time, input and collaboration during the public consultation on Operating Policy on Gender Equality in Development.

The IDB has approved a new Operational Policy on Gender Equality in Development which replaces the Operating Policy on Women in Development (WID), in existence since 1987. The objective of the Policy is to strengthen the Bank’s response to the goals and commitments of its member countries in Latin America and the Caribbean to promote gender equality and the empowerment of women.
The new Operational Policy on Gender Equality in Development consider both proactive and preventive actions in the Bank’s support to the advancement of gender equality in the Latin American and Caribbean region. The proactive actions emphasize direct investment in strategic areas for gender equality and women’s empowerment, and mainstreaming of the gender perspective as a strategic dimension in Bank supported projects and activities. The preventive actions introduce gender safeguards against the risks of exclusion and negative impacts based on gender that may arise from Bank-led actions.
Public Consultation Plan
The Bank would like to express its appreciation to all the participants of the Public Consultation. Both phases of consultations involved participants from government and civil society organizations, gender specialists, academics, and other pertinent actors. These contributions are critical to make sure that the policy responds to the needs and opportunities for the advancement of gender equality and strengthens the Bank’s capacity to contribute to the achievement of that goal.
The public consultation process included a virtual consultation through the Bank’s website and a series of face-to-face meetings which took place in at least one country in each the Bank’s sub-regions in Latin America and the Caribbean (Chile, Guyana, Honduras, Panama, and Peru) as well as in Washington DC.
Phases and dates
The consultation process was organized in two phases:
- First phase: This phase focused on the Profile for the Operating Policy on Gender Equality and took place during October 1 – November 30, 2009.
- Second phase: This phase looked at the Draft of the Operational Policy on Gender Equality in Development . Consultation took place during June 4 – July 19, 2010.
