Ninth General Capital Increase (GCI-9)

The IDB wishes to express its appreciation to all the participants for their valuable time, input and collaboration during the public consultation process. Consultation closed on January 10, 2010.

The IDB Public Consultation Report on the Ninth General Capital Increase was distributed to the IDB Board of Governors.


During the Bank’s Annual Meeting in Medellín in March, the Bank’s Board of Governors adopted a Resolution authorizing the immediate initiation of a review of the need for a General Capital Increase (GCI) of the Ordinary Capital and replenishment of the Fund for Special Operations. At the request of a number of Bank shareholders and following the practice of other MDBs, Management proposes to conduct a series of informational briefings and public consultations with civil society organizations and other relevant actors, both in the region and in non-borrowing member countries, to receive their opinions about some key issues raised by the review of the need for a GCI.

Following the first meeting of the Board of Governors on the GCI, held in Santiago, Chile, on July 2, 2009, Management proposes to launch a public consultation process to support the review of the need for a GCI. This consultation process will be based on the publication on the Bank’s external website of the first GCI Working Paper (AC-501), the March background paper AB-2648 and Resolutions adopted by the Board of Governors. The series of informational briefings and public consultations would begin in August and extend for three months.

The public consultation process, comprising an initial informational phase, and a second 90-day consultation phase, will include a series of face-to-face meetings and informational video conferences in the region and non-regional countries, and online reception of comments and suggestions. A report regarding the public consultation process and Management’s responses will thereafter be distributed to the Board of Governors.

Consultation phase: 90 days (October 10 to January 10)
