Toshiyuki Yasui is Executive Director for Croatia, Japan, Korea, Portugal, Slovenia and the United Kingdom at the Inter-American Development Bank. During his distinguished service for the Japanese Government for 31 years, he has served in various senior management positions in the Ministry of Finance (MOF), the Financial Services Agency (FSA) of Japan, and other institutions, including as Director of FSA’s Insurance Supervision Division, Director for Policy Finance at the MOF, and Director for MOF’s Local Division, Executive Managing Director and member of the board of the Regional Economy Vitalization Corporation of Japan (REVIC), a public-private fund established by a special law designed for regional development by the Japanese Government. He worked abroad several times--at the Organization for Economic Cooperation and Development (OECD) in Paris (1987-89), the Embassy of Japan in New Delhi (1992-95), and as Senior Fellow at the Japan Bank for International Cooperation Institute (JBICI) in Washington, DC (2001-2005). He is fluent in English and reads Mandarin Chinese.
Dr. Yasui earned B.A. in International Relations from University of Tokyo in 1985. In 2011, he earned Ph.D. in Arts and Science from International Christian University, Tokyo. He has been teaching at Graduate School of System Design and Management, Keio University as Guest Professor since its establishment in 2008. Besides the current position in Keio University, he also teaches graduate students of Chuo University. He actively works as Project Management Professional, a certified title of the US Project Management Institute.
Dr. Yasui has written many articles both for academic journals and for newspapers on systems design and engineering, social design, social innovation and international finance architecture. He was awarded the Best Paper Award from the Japan Society of Competitive Intelligence (2010 and 2011), and the Japan Creative Society (2013 and 2014).
