Alicia Montalvo holds a degree in Economics from the University of Valencia (Spain) and a Master in Public Administration MPA2, from the KSG of Harvard University (1992)
Spanish Government accredited Trade Expert and State Economist since 1987, she has been Director General of Institutional Cooperation at ICEX Spain Trade and Investment (TPO) of the Ministry of Economy and Competitiveness of Spain, since 2014 with responsibility on Information services, training programs, digital services and ITC, as well as on strategic partnerships. She was also Director of the Infrastructures, Environment, Energy and ICT Division at ICEX since 2012.
Prior to this post she served as Director General of Climate Change in the Ministry of Environment of Spain (2008-2102) acting as lead negotiator of the Spanish Delegation in the COPs of the United Nations Framework Convention on Climate Change and in the European Union. She was also member of the Transitional Committee of the Green Fund (2011).
Before that, she developed her professional career in the Ministry of Economy and Competitiveness, serving as Deputy Director General for International Economy (2002-2008), being member of the Economic Policy Committee of the EU during 6 years. Also, she was Director General of Trade and Investment, having responsibility on the Spanish ODA Credit Fund (1999-2000), and Deputy Director General for External Debt and Projects Assessment, implementing the first debt-for-development programs in Spain (1996-1999)
She has been a professor of Natural Resources Economics in the University Carlos III in Madrid (1993-2000) and has published numerous articles and made conference presentations on Environmental Economics, Climate Change and International Trade and Cooperation.
