Luis Miguel Castilla Rubio is the Manager of the Office of Strategic Planning and Development Effectiveness at the Inter-American Development Bank in Washington, D.C.
Prior to joining the Bank in January 2017, he was a visiting scholar at MIT’s Center of International Studies in Cambridge, MA, and a non-resident senior fellow at the Adrienne Arsht Latin American Center of the Atlantic Council, in Washington, DC. Dr. Castilla served as Peru’s ambassador to the United States in 2015-2016, and before that was Minister of Economy and Finance from 2011-2014. Previously, he was the chief economist for CAF-Latin America Development Bank and worked at the World Bank.
A Peruvian citizen, Dr. Castilla holds an M.A. and Ph.D. in Economics from Johns Hopkins University, and a B.A. in Economics from McGill University. He is the author of numerous papers and book chapters on subjects including international trade, productivity, development strategies and competitiveness, and U.S.-Latin America relations.
