Termoeléctrica del Golfo (Project No. ME-0218; Loan No. 1223/OC-ME)

On October 28, 2002, pursuant to a Request for Investigation filed by Grupo Rescate Ecológico de Tamuín, the Board of Executive Directors of the Bank appointed an investigative panel to review the Termoeléctrica del Golfo Project (TEG) in the State of San Luís Potosí, Mexico project for possible violations of the Bank’s operational policies.

 

On March 14, 2003, the investigative panel tendered its Final Report to the Board.  A synopsis of the Board's consideration of the Report is available in a Press Release dated July 17, 2003. As provided for in the Bank's Information Disclosure policy, three documents related to the case are available to the public:  the panel Report (part one and part two), an explanatory addendum to the Report and the Response of Bank Management to the Report.

 

The panel Report and the explanatory addendum requested by the Board of Directors reflect the views of the independent investigative panel and do not necessarily reflect the views of the Bank.

 

A limited portion of the text of the above-named documents is omitted in compliance with restrictions imposed by the Bank’s Information Disclosure Policy.  The documents are marked to indicate where text has been omitted.

 

The full text of the investigation request, attached as Annex 1 to the panel Report, in Spanish, is included with the specific permission of Grupo Rescate Ecológico de Tamuín.

 

With the exception of annexes to the Report, which are provided in their original language, both Spanish and English versions of each of the documents are provided.  The versions of these documents marked as translations are made available to facilitate access to information about this process.  Where perceived discrepancies arise from the translation, the original is definitive.
