This handbook has been prepared by a group of evaluation specialists comprised of Ana C. D. Catterton, George Plinio Montalván, José Andrés Rosales, and Alberto Ruiz de Gamboa from the Office of Evaluation (EVO); Brian A. Thomson from the Regional Operations Department 1; and Gary Anderson, Charles David Gray, Marie-Hélène Adriene and Deborah Gilsig from Universalia, a Canadian-based management consulting firm specializing in evaluation, organizational development and project management. Special recognition must also be given to Anita Arteaga Ruiz and Angélica L. McInerney who prepared the final version of this document.
