The Investment Climate Initiative, launched in December 2003 in conjunction with the new Private Sector Development Strategy and in response to the Competitiveness Strategy, aims at assisting concerned governments to improve the conditions that allow private sector investments to thrive. In the context of macroeconomic stability, a healthy investment climate provides for:
A sound legal and regulatory                       framework that promotes competition

Strong enforcement of corporate              governance principles

Control over burocratic inefficiencies
Improved access to financial and         infrastructure services

The Inter-American Development Bank has been active in the area of Investment Climate improvements throughout the Latin American and Caribbean region for over 15 years. Nonetheless, historically low economic growth rates, pervasive poverty, and declining investment rates throughout the Region warrant a renewal of the Bank's efforts to focus on the factors that promote private sector development as a primary engine for growth.
