Norwegian Consulting Services Trust Fund (NCS)

Fund Description

The Norwegian Trust Fund for Consulting Services (NCS) was established in May 2005 under an agreement between the Norwegian Agency for Development Cooperation and the IDB. Under the agreement, the Norwegian Trust Fund for Consulting Services has a contribution of US$1.00 million.

Main Characteristics

The Banks and the Norwegian Agency for Development Cooperation agreed to establish the Norwegian Consulting Services Trust Fund on May 25, 2005, with a grant contribution of US$1 million. The Fund finances consulting services related to any sector of IDB’s activities in accordance with the overall strategies, priorities and country programs of the Bank, furthering the goals of national poverty reduction programs, and with the aim of achieving the United Nations Millennium Development Goals.

Type of Project

The Fund finances consulting services related to any sector of IDB’s activities in accordance with the overall strategies, priorities and country programs of the Bank, furthering the goals of national poverty reduction programs, and with the aim of achieving the United Nations Millennium Development Goals.

Beneficiary Countries

The fund is used for the benefit of those Latin American and Caribbean borrowing member countries of the IDB that are considered eligible to receive non-reimbursable technical cooperation financed with net income resources from the Fund of Special Operations (FSO).

Eligible Sectors

The Fund finances consulting services related to any sector of IDB’s activities in accordance with the overall strategies, priorities and country programs of the Bank, furthering the goals of national poverty reduction programs, and with the aim of achieving the United Nations Millennium Development Goals.

Eligible Nationality of Consultants

50 percent of the financing for each technical cooperation project is tied to the use of Norwegian consulting services.

Project Size

Projects range from approximately US$135,000 to US$300,000.

Recent Performance

During the year 2008, the Fund supported quality, priority projects, both national and regional, in key sectors (Environment and Social Investment), which are strongly contributing to the Bank’s strategic mandate in beneficiary countries, as well as to its integration agenda in the region. The Fund supported innovative initiatives such as the regional program on Sports for Development. The results of this project point to the crucial role that the IDB can play in highlighting the value of sports for development, and in mainstreaming sports for development in larger infrastructure and urban development initiatives. This operation was instrumental in raising the Bank’s prominence in the area of sports for development, and its distinctive advantage in supporting innovative sports for development approaches. On the other hand, the Fund supported projects of high technical quality, such the Forest Vocation Land Policy Implementation in Paraguay. The executing portfolio is current and all projects are advancing well towards obtaining set objectives
