"MOBILIZING SOCIAL CAPITAL AND VOLUNTEER ACTION OF
LATIN AMERICA"
I. OBJECTIVES
The
region is suffering from major problems, particularly in the social
field. Recent surveys indicate that citizens rank as top priorities
topics such as unemployment, poverty, access to education, and social
security. Governments are trying to design active policies in these
areas with innovative proposals. The mobilization of these countries'
social capital could strongly add to those policies. Efficient and
well-managed social policies in combination with a mobilized civil
society participating in them, could become a powerful arrangement
to confront the acute present challenges. Within the main dimensions
of social capital are the corporate social responsibility, union
actions and the participation of organizations based on volunteer
work. In several developed countries, the network of volunteer organizations
is producing more than five percent of the Gross National Product
in goods and services, essentially those with a social orientation.
Latin America shows important experience in these areas and has
great potential, which has not been sufficiently supported and promoted;
insufficient collaboration has been generated between agents from
government and civil society.
Within
this context, the present International Meeting "Mobilizing
Social Capital and Volunteer Action of Latin America" seeks
to reach the following central goals:
a.
To analyze the role that alliances between the state and civil
society can play in confronting the great social challenges of
Latin America, and to develop mechanisms for collaboration.
b.
To review the international experience on conciliation.
c.
To examine the situation of volunteer action in Latin America,
identifying current strengths and weaknesses.
d.
To identify exemplary experiences of volunteer work in the region,
and to collect useful examples from outside the region that might
provide significant lessons.
e.
To analyze the comparative experiences in relation to volunteer
work and volunteer-work strengthening programs.
f.
To draw conclusions on the policies, strategies and initiatives
that could empower volunteer action and networks in the region.
g.
To analyze experiences and perspectives in the field of corporate
social responsibility.
h.
To review significant experiences dealing with corporate social
responsibility, volunteer organizations and unions.
i.
To identify possible alliances between the sponsoring organizations
and the participants, in view of strengthening the contributions
of the central actors of social capital and the empowerment of
volunteer action.
II.
ORGANIZERS
The
International Meeting "Mobilizing Social Capital and Volunteer
Action of Latin America" is a joint effort from the Government
of Chile and the Inter-American Initiative on Social Capital, Ethics
and Development, which was established by the IADB with support
from the Government of Norway. The Meeting has the support of the
Economic and Social Council of Spain, the Inter-American Agency
of Cooperation and Development of the OAS, the IDB Youth Development
and Outreach Program, the Alberto Hurtado University of Chile, the
International Association for Volunteering, the United Nations Volunteers,
the Representation of the IDB in Chile, and the UNESCO Brazil. The
Government of Chile has established within its goals to facilitate
and promote the participation of civil society and to achieve alliances
between the State and Civil Society. With cooperation from the IADB,
it is developing a program with one central objective: "To
support the generation of conditions that facilitate active civil
participation in the design and execution of actions directed to
improve general well-being."
Due
to the President's initiative and the support of the Government
of Norway, the IADB has established the Inter-American Initiative
on Social Capital, Ethics and Development, which has included within
its goals to mobilize the region's social capital and, in particular,
volunteer action. The Economic and Social Council of Spain, an entity
established by Spain's Constitution, has proposed to reinforce the
participation of economic and social agents in social and economic
life. The Inter-American Agency of Cooperation and Development of
the OAS, which is taking action towards the region's development,
is also presently stimulating the field of social capital.
III.
