GENERAL DESCRIPTION:    The objective of this program is to modernize and
                        strengthen the justice system (with the aim of
                        promoting greater confidence therein) by improving
                        legal security, public safety and the effectiveness of
                        the system's institutions.  

                        The program will (a) support legal reforms inititated
                        by the government and encourage the efforts of the
                        Ministry of Justice and the Judicial Branch to
                        institute additional legal reforms where needed;
                        (b) reform the juvenile justice system, for which the
                        Instituto Salvadore¤o de Protecci¢n al Menor (ISPM)
                        will be provided with appropriate infrastructure and a
                        decentralized organization to improve the efficiency
                        of its programs aimed at preventing and reducing
                        juvenile delinquency, improving the conditions of
                        inmates in juvenile correctional centers and
                        contributing to public safety; and (c) strengthen the
                        justice system through the development of an
                        integrated planning system, an information system and
                        new forms of interagency cooperation. 

CONSULTANTS:            The following consulting services will be hired:
                        (a) a consulting firm to assist the technical
                        executing unit (TEU) in the selection, hiring and
                        supervision of individual consultants and to provide
                        training to that unit;  (b) a consulting firm to
                        prepare the bidding documents, supervise the execution
                        of the works and perform the detailed engineering for
                        the works; (c) four local consultants in the areas of
                        legal reform, juveniles, planning and information
                        systems; (d) a consultant to establish the baseline
                        data for use in measuring the program's impact at a
                        second stage, which will begin at the close of its
                        third year; (e) consultants to prepare and supervise
                        an initial public opinion survey and analyze its
                        findings; (f) seven experts to help the TEU administer
                        the IDB loan and the local conterpart funds
                        (a financial management coordinator, an accountant,
                        two specialists in procurement of goods and services,
                        an internal auditor and two assistants).  This group
                        will also be in charge of the administrative work,
                        including the internal control and external audit
                        mechanisms, accounting records, personnel
                        administration and procurement of goods and services;
                        and (g) technical assistance and consulting services
                        for studies, training plans, materials preparation,
                        information campaigns and other activities in support
                        of the program.                                        
                                     
                        
GOODS & EQUIPMENT:      Construction materials, office equipment, a vehicle,
                        and teaching materials for training courses will be
                        purchased.

CIVIL WORKS:            The program will finance the rehabilitation of the
                        infrastructure of three juvenile detention and
                        rehabilitation centers, construction of four
                        detoxification clinics, a shelter for victims of
                        domestic violence, three ISPM regional offices with
                        lock-up facilities, a regional integrated justice
                        center (pilot center) and the establishment of five
                        new workshops for minors.
