GENERAL DESCRIPTION: The purpose of the program is to strengthen the
institutional capacity of governmental institutions,
community groups, as well as private and
nongovernmental organizations in the Pacific coast
region of Colombia. This region is an area of extreme
poverty and enormous biodiversity. The investments
made under the program will result in more effective
and efficient use of the resources in the region,
leading to a sustainable improvement in the living
conditions and income levels of the regions'
population.
The program, designed to provide technical and
financial support to the government's Pacific coast
regional development program, has three basic
objectives: (a) governance: to strengthen local
public, private and nongovernmental institutions,
encourage civic awareness and cultivate the skills
of community organizations facilitating a more active
role in local affairs, and provide training in the
techniques of land-use planning for sustainable
utilization and management of renewable natural
resources; (b) basic services: to improve the quality
of, and access to, health care, education, sanitation,
rural electrification, telecommunications and
transportation; and (c) sustainable productive
activities: to support investigation, assessment and
dissemination of information regarding sustainable use
of renewable natural resources.
This program's resources will be used primarily to
finance small, technically uncomplicated projects in
social sectors, expected to have an average cost of
less than $100,000 (health care, education and
environmental sanitation), institutional development,
territorial zoning and land-use management, research,
dissemination of information and training in
sustainable use of renewable natural resources, and
research, feasibility studies and initial investments
in transportation alternatives, telecommunications and
rural electrification.
CONSULTANTS: There will be consulting opportunities in regional
transportation, rural electrification,
telecommunications, sustainable use of renewable
natural resources and preparation of health and
education development plans. Funds will also be used
for feasibility studies and master plans for potable
water and sewerage services investments in the
region's three major cities.
GOODS AND EQUIPMENT: The equipment to be purchased for the implementation
of this program includes boats for waterborne health
care services, small packages of infrastructure
material for the education component and hardware and
software for the territorial zoning and land-use
planning component.
CIVIL WORKS: The civil works involved are generally small
construction and rehabilitation projects below
$100,000 each, on average, for schools, health
clinics, hospitals, potable water and sewerage
systems.
EXECUTING AGENCY: The program will be executed by local government
entities (38 municipalities and four departments)
and coordinated by the National Planning Ministry.
