GENERAL DESCRIPTION: The objective of this program is to help develop and
improve Brazil's scientific and technological
capabilities and to increase corporate competitive
skills and productivity by modernizing the technology
that corporations use.
The program consists of two subprograms: (a) a
subprogram to support the development and
technological upgrading of local businesses by
providing them with reimbursable financing for
techological modernization; and (b) a scientific and
technological development subprogram that would
provide nonreimbursable transfers of funds for
research and development projects submitted by
universities as well as public and private nonprofit
research institutions.
Under the first subprogram, projects will be financed
in the following categories: (a) applied research
and/or experimental development of products, including
the study, design, construction and testing of
prototypes, as well as the preparation and testing of
pilot series and the development of new models and
products; (b) applied research and/or experimental
development of processes, including research at the
testing level, assembly of pilot plants and basic and
detailed engineering designs; (c) technology transfer;
(d) pioneer marketing, including activities to
introduce new technologies in the market, including
product engineering, financing of heads of series and
marketing techniques; (e) quality control, involving
setting internal standards, material and process
controls, installation of quality control
laboratories, and training and technical assistance
associated with these activities; (f) research and
development infrastructure, involving the
establishment of technological research centers at the
individual company level or in associations of
companies; (g) integrated projects, such as those
aimed at introducing total quality management,
including diagnostic studies, training, planning,
human resource management, work organization, a
normative system, communications, and similar
subjects; (h) implementation projects, including
projects that introduce quality improvement procedures
that equip companies to conform to ISO 9000 series or
similar norms; and (i) other projects that call for
activities involving human resource development, such
as quality management training, introduction of
management techniques and models, auditing practices
and quality certification.
Under the second subprogram, the following types of
projects will be financed in the areas of engineering
skill development, social development, biophysics,
physics and chemistry: (a) applied research projects;
(b) basic research projects; (c) experimental
development projects; (d) research infrastructure
projects to modernize and equip permanent research and
development centers and laboratories; and
(e) scientific and technological service projects.
CONSULTANTS: Consulting and advisory services will be financed for
projects under both subprograms. The exact scope and
types of consulting services to be hired will be
determined upon final selection of the projects to
be financed.
GOODS AND EQUIPMENT: Equipment and materials will be purchased for projects
under both subprograms. The exact amount and types of
equipment and materials to be purchased will be
determined upon final selection of the projects to be
financed.
CIVIL WORKS: Infrastructure works will be carried out for projects
under both subprograms. The exact scope and types of
infrastructure works to be undertaken will be
determined upon final selection of the projects to be
financed.
