GENERAL DESCRIPTION: The basic objective of the program is to reinforce the
capacity of Brazil's Northeast to maintain and bolster
its growing tourism industry, thereby contributing to
the region's socioeconomic development.
The purpose of the program is to: (a) strengthen the
institutional framework for monitoring and fostering
sustainable tourism through institutional strengthening
of state and municipal tourism entities, state environmental
agencies, and local municipalities in the tourism sites
selected; (b) improve the sanitary and environmental conditions
of tourism areas through investments in water supply and
sewerage, solid waste management, and environmental reclamation
and protection, as well as institutional strengthening of local
municipalities and the corresponding agencies in these sectors;
(c) facilitate travel to and within the region by improving
airports, urban street systems, and secondary and access roads,
complemented by strengthening the operational and maintenance
capacity of the corresponding departments of transportation;
and (d) improve and diversify the region's tourism attractions
through activities such as restoring and preserving historical
sites and revitalizing surrounding areas, and improving beaches,
parks, and other natural resources.
CONSULTANTS: Consulting services will be required for: (a) tourism
training; (b) special studies on tourism strategies; (c)
environmental training; (d) the establishment of
decentralized water and sewerage service units in project
zones; (e) water and sewerage management training; (f)
development of works and maintenance contracting systems and
implementation of environmental procedures for road and
highway departments; (g) organizational support for
establishment of state executing agencies; (h) training for
executing agency personnel; (i) financial strengthening,
including taxation instruments (cadastres, legal advice);
(j) economic strategic planning, land use/environmental
planning and urban development plans; (k) on-the-job
training for municipal governments; and (l) follow-up of
implementation of all technical assistance projects.
GOODS AND EQUIPMENT: The following equipment will be required: (a) tourism
planning and monitoring systems; (b) environmental
planning and monitoring systems (involving
environmental diagnostics, macrozoning and polluting
activities control systems); (c) equipment for state
environmental agencies; (d) water and sewerage
administrative systems, and equipment for water
metering and operational network improvements; (e)
financial administration systems (for accounting and
budgeting); and (f) pumps and other treatment and
maintenance equipment.
CIVIL WORKS: In the sanitation sector, there will be 83 water supply and
sewerage projects which will simultaneously expand the
capacity of both the water supply and the sewerage systems.
Seventeen lots will be bid (eleven lots ICB, six lots
national bidding). In the potable water subsector, the
works will include construction or rehabilitation of
intakes, wells, conduits, purification plants, storage
tanks, distribution networks and metered house connections.
In the wastewater subsector, sewers, interceptors, pumping
stations and treatment plants will be constructed. Nineteen
solid waste management projects (national bidding) and
fifteen environmental reclamation and protection projects
(national bidding) have been identified. The 43 projects in
the transportation sector (ten lots ICB, eight lots national
bidding) include: (a) construction, improvement, and
reconditioning of approximately 400 km. of high-priority
roads and highways; and (b) rehabilitation of some 150 km.
of urban street and storm sewer systems. The works will
include the remodeling of streets and avenues, reconditioning
of sidewalks, bicycle paths, and storm sewers in five cities
in the region.
There will be seven projects in the historical preservation
sector (national bidding) to: (a) restore historical sites;
and (b) revitalize the surrounding urban areas.
The airport improvement component includes five airports in
the region. Works include the expansion, remodeling or
construction of passenger and cargo terminals, support and
administration buildings, access roads, parking lots, taxiways
and aprons. Five separate lots will be bid (ICB), three of
which are expected in late 1994 or early in the first semester
of 1995, and two in the first semester of 1995.
