GENERAL DESCRIPTION: The general objectives of the program are to: (a) clean
up the Guanabara Bay and adjacent basin area; (b) improve
the quality of life of the 7.3 million residents of the
basin; and (c) strengthen local government institutions
whose activities can positively affect the bay.
Six subprojects will be executed: (a) sewage collection
and treatment, including treatment plants, collectors,
trunk lines and connections in the bay's most heavily
populated areas; (b) potable water supplies, including
pumping stations, distribution tanks and networks;
(c) solid waste collection and disposal, including trash
collection, rehabilitation of solid-waste transfer sta-
tions, recycling and incineration plants, as well as
institutional strengthening for municipalities in solid
waste collection and disposal and in supervision of
private firms; (d) canal and river drainage, including
works to prevent flooding; (e) complementary environ-
mental programs to control industrial contamination,
monitor environmental conditions in the bay and provide
environmental education for the area population; and
(f) digital mapping and municipal institutional
development.
CIVIL WORKS: The program includes the following contracts for works over
a five-year period: (a) construction of sewage treatment
plants at Sao Goncalo and Ilha de Paqueta; (b) expansion of
the sewage treatment plant at Ilha do Governador;
(c) improvements to the Icarai sewage treatment plant; (d)
construction of underwater outfalls at Icarai and Paqueta;
(e) construction of approximately 727,000 meters of collector
networks and 59,000 meters of trunk collectors in the Sao
Goncalo, Ilha do Governador, Pavuna and Paqueta systems; (f)
sectorization of the water supply system in Baixada Fluminense
and Sao Goncalo, with construction of approximately 373,000
meters of network with pipes of different diameters, and an
increase of 180,000 m3 of water reserve capacity at 10
reservoirs; (g) installation of water meters and implementation
of an operations development project; (h) construction of a
sanitary landfill at Xerem for final disposal of sludge from the
existing sewage-treatment plant and others to be built in the
metropolitan region of Rio de Janeiro; (i) construction in 29
favelas in the Guanabara Bay basin of approximately 62,800 meters
of water supply systems and 121,700 meters of sewage collectors;
(j) macro-drainage works in the Acari River basin; (k) improved
collection of solid waste and con-struction of treatment plants
and sanitary landfills in the municipalities of Nilopolis, Duque
de Caxias, Sao Joao de Meriti, Mage, Sao Goncalo and Niteroi;
and (l) digital mapping and complementary environmental programs,
including procurement of equipment and services.
GOODS AND EQUIPMENT: About 535,000 water meters, equipment for the solid waste
component and other goods necessary for program execution
will be procured through international public bidding.
CONSULTANTS: Short-term consultants will be hired using local counter-
part funds.
