DESCRIPTION:        The objective of this technical cooperation is to
                    enhance the quality and effectiveness of women's
                    leadership and the ability of women to act as agents
                    of change in all spheres of public and civil life in
                    Brazil.

                    The program will support the creation of a women's
                    leadership center that will train women in leadership
                    skills and build a national network of women leaders. 
                    The program will include components to: (a) establish
                    the center; (b) design and execute a classroom and
                    distance training program for participants from all
                    parts of Brazil, representing a broad sample of women
                    from different levels of society; (c) develop and
                    implement an interactive electronic network with
                    resource people and information regarding women's
                    issues; and (d) systematize and disseminate the
                    program model within and outside Brazil.

CONSULTANTS:        The following consultants will be hired:
                    (a) a coordinator (42 consultant/months); (b) an
                    assistant coordinator (42 consultant/months); (c) an
                    accountant (42 consultant/months on a part-time
                    basis); (d) a secretary (42 consultant/months); 
                    (e) short-term consultants to design and execute the
                    classroom training program in administration and
                    management, information and communications
                    technologies, economy and finance, civic skills, and
                    personal development and leadership skills (each of
                    those areas will require three consultant/months for
                    program design, plus consultants to teach 9 courses);
                    (f) an information systems specialist to oversee the
                    development and execution of an interactive network
                    component (42 consultant/months); (g) a consultant for
                    definition of hardware and software (six
                    consultant/months); (h) a consultant for database
                    design (six consultant/months); (i) an international
                    consultant to assist the IDAC in the development and
                    implementation of a long-term strategy, including the
                    establishment of centers in other regions of Brazil
                    and the exploration of potential sources of funds
                    (1 consultant/month); and (j) an international
                    consultant to design evaluation criteria (one
                    consultant/month).

GOODS AND EQUIPMENT:The program will finance the purchase of program
                    dissemination materials, course supplies, equipment
                    for the center, computer equipment (45 PCs), hardware
                    and software, and library supplies (books and videos).
