GENERAL DESCRIPTION:    The purpose of this nonreimbursable technical
                        cooperation is to improve the living conditions of
                        children in especially difficult circumstances in six
                        cities in Brazil (Salvador, Recife, Fortaleza, Sþo
                        Luis, Terezina, and Campinas).  Support will be
                        provided to extend direct assistance to minors at high
                        personal risk or who pose a risk to society, to
                        provide them with an opportunity to attain physical,
                        psychological, social, and economic development and
                        provide the guidance required to lead a normal and
                        productive life as adults.  The program also seeks to
                        reinforce the participating organizations through
                        institutional-strengthening activities and the
                        development of appropriate methodologies for the
                        treatment of those minors.

                        The program will be structured around a set of six
                        individual subprograms, one for each city.  Each sub-
                        program will include funding for specific projects to
                        provide assistance to minors at high risk through
                        social work or prevention activities.  The social work
                        activities will include: (a) street activities;
                        (b) shelters; (c) group houses; (d) recovery centers;
                        (e) programs for young girls; and (f) legal aid pro-
                        grams for juvenile delinquents.  The preventive
                        activities will include: (a) homes for children up
                        toeight years of age; (b) job training programs;
                        (c) daycare and preschool programs; and (d) programs
                        in semi-urban areas to stem the flow of children to
                        the inner cities.

CONSULTANTS:            The consulting services will be paid for out of the
                        Bank's contribution.

GOODS AND EQUIPMENT:    Goods and services costing less than $250,000 will be
                        procured through national public bidding in local
                        currency.

CIVIL WORKS:            The local counterpart funds will be used to finance
                        small-scale works for construction and remodeling of
                        the executing units' facilities.
