GENERAL DESCRIPTION: The objective of this reimbursable technical
cooperation program is to lay the foundation for
diversifying and planning tourism in the country by
incorporating the development of ethno- and ecotourism
and supporting activities aimed at consolidating
traditional tourism, private sector investment, and
community participation.
To achieve those objectives, the program would contain
four subprograms: (a) prefeasibility studies for land-
use planning, project identification at the
prefeasibility level, and investment promotion to
benefit four new integrally planned tourism hubs;
(b) a pilot subprogram to enhance five main
archeological sites; (c) a subprogram for marketing
and publicizing ethno- and ecotourism in Bolivia,
including market surveys, publicity activities,
production of promotional materials, and execution of
a targeted marketing program; and (d) tourism-related
training, including strengthening of municipal and
private-sector activities planned for the four new
tourism hubs, and of the organizations supporting
community participation.
CONSULTANTS: Consultants will be hired to carry out four studies:
(a) land-use planning for areas that may be affected
by tourism development; (b) identification and
formulation, at the prefeasibility level, of the
public sector infrastructure projects required;
(c) identification of public and private sector
investment projects that should be promoted; and
(d) design of a work plan and identification of
specific steps that should be taken to promote private
sector investments so as to build up tourism
destinations, including production of promotional
materials.
Consultants will be hired to carry out the subprogram
for marketing and publicizing ethno- and ecotourism
for each market or group of markets (Argentina,
Brazil, Chile and the U.S.), including marketing
research, product definition, publicity activities and
materials, sales promotion, and execution of marketing
plans in each market.
Consultants will be contracted to produce teaching
materials and train personnel responsible for key
aspects of this program, especially in municipalities
and community associations.
CIVIL WORKS: Small-scale works to design, develop and rehabilitate
basic tourist amenities (such as upgrading of signage
and information for visitor tours and exhibit centers
for archaeological specimens) will be financed as part
of the program.
