GENERAL DESCRIPTION:    The main objective of this program is to raise the
                        standard of living of the lowest-income populations by
                        increasing the coverage and quality of basic services. 
                        Investments will be financed in the areas of health
                        care, basic sanitation, and education.

                        The program will: (a) provide training for the implem-
                        entation of the Civic Participation Act, which will
                        transfer responsibility for the maintenance and opera-
                        tion of all public infrastructure to the municipali-
                        ties and other entities; (b) provide municipalities
                        with the forum and authority to establish their own
                        priorities within the public investment programming
                        framework; (c) finance the construction and rehabil-
                        itation of physical infrastructure; (d) provide the
                        necessary equipment to implement the projects; and
                        (e) support institutional strengthening for both the
                        municipalities and the Fondo de Inversi¢n Social
                        (FIS).

CONSULTANTS:            Consultants will be hired to design projects and to
                        supervise works.  They will be contracted to design a
                        project monitoring system.  International consultants
                        (15 staff/months) and national consultants (30 staff/
                        months) will be hired to design, develop, and super-
                        vise methodologies of institutional training through
                        workshops and practical courses to teach community
                        relations, project monitoring and follow-up, promote
                        gender and ethnic equality and participative planning,
                        as well as provide basic educational and training
                        materials and services for preinvestment and technical
                        assistance to representatives of eligible municipali-
                        ties and nongovernmental organizations.  An auditing
                        firm will also be hired.

GOODS AND EQUIPMENT:    Procurement will be carried out through international
                        public bidding above the threshold of $150,000 for
                        goods, including computers, machinery, equipment,
                        spare parts, tools, supplies, and furnishings.

CIVIL WORKS:            The program will fund: (a) construction, rehabilita-
                        tion, expansion, and equipment of schools and teaching
                        centers; (b) construction, rehabilitation, expansion,
                        and equipment of health centers; and (c) construction,
                        expansion, and rehabilitation of residential water
                        distribution systems, including residential connect-
                        ions and micro metering, and systems based on public
                        taps, as well as sanitary sewers (residential connect-
                        ions, effluent treatment, and final disposal).  ICB
                        will be required for works exceeding $1.5 million.
