GENERAL DESCRIPTION: The objective of the program is to alleviating rural
poverty in the country, by promoting socioeconomic
development of the rural population, with the ultimate
goal of achieving a sustainable improvement in their
living conditions and income levels. The executing
institutions in the beneficiary communities will receive
nonreimbursable resources for the execution of small
projects grouped in three components: (a) basic
infrastructure: financing for rehabilitation,
improvement and construction works, such as short-
distance rural roads, small traffic and pedestrian
bridges, communal irrigation, communal collection and
marketing systems, craft workshops and other small-scale
infrastructure works; (b) agro-production support:
financing of agricultural extension, a revolving fund
for inputs (including seeds, fertilizer and other
inputs), a revolving livestock fund, reconstruction of
production potential, and technical assistance projects
for rural microenterprises; and (c) institutional
strengthening: development of the operational capacity
and efficiency of the Campesino Development Fund, the
project executing entities and the program's campesino
beneficiary communities through advisory services and
training.
CIVIL WORKS: Civil works consist of rehabilitation, improvement and
construction projects for: rural roads, road and
pedestrian bridges, communal irrigation centers,
communal collection and marketing centers, craft
industries, and other minor works such as lagoons and
protective barriers. The individual projects are for
small amounts and short-term execution. Since the
maximum amount of financing envisioned in the program
does not exceed $250,000, procurement will be governed
by local legislation and in accordance with Bank policy.
SERVICES: Agricultural production support will include technology
transfer and general technical assistance.
GOODS AND EQUIPMENT: The funds of the program will be used for acquisition of
vehicles for a total of $150,000.
