GENERAL DESCRIPTION:    The objective of the program is to support the
                        development of the social indicators system (SIS) in
                        order to evaluate the impact that the country's
                        economic and social policies have on poverty and
                        welfare levels.

                        The program will include the following components:
                        (a) creation of a data bank and publication of social
                        statistics; (b) construction of a social accounting
                        matrix (SAM) that integrates economic and social data;
                        (c) design of a general equilibrium model (GEM), based
                        on the SAM, which will be used to evaluate the degree
                        of effectiveness of the country's economic and social
                        policies, as well as their impact on poverty levels;
                        and (d) implementation of training programs consisting
                        of courses on theory and training in the use of
                        indicators and social accounting systems.

CONSULTANTS:            International consultants (45 months) and local       
                        consultants (18 months) will be hired to help create a
                        SIS data bank.  This work will include:  providing
                        assistance in identifying social indicators; updating
                        information sources, definitions and methodologies;   
                        establishing relations with data-supplying agencies;
                        preparing a series of SIS indicators; preparing
                        technical reports; generating the data bank; updating
                        SIS information; and creating and publishing the
                        current social trends review.  

                        For the social accounting matrix component, 15 months 
                        of international consulting services and five months
                        of local consulting services will be hired to assist
                        in the following activities:  designing a social
                        accounting system; making satellite tabulations;
                        defining the classification system; analyzing the
                        economic and social structure on the basis of the SAM;
                        preparing a methodological paper on the SAM and the
                        satellite tabulations; preparing guidelines and
                        recommendations for the construction of social
                        accounts for a new base year; and preparing and
                        maintaining a database.

                        Fifteen months of international consultant services
                        and four months of local consulting services will be
                        hired to help develop a general equilibrium model for
                        policy analysis, based on the results of the SIS and
                        the SAM.

                        For the training component, 19 months of international
                        consulting services and 3 months of local consulting
                        services will be hired to conduct courses in basic
                        mathematics, statistics, econometrics, sampling and
                        servey analysis, national accounts, theories of wealth
                        and distribution, construction and use of
                        socioeconomic accounts, design and evaluation of
                        socioeconomic programs and policies, social projects,
                        and home economic models.
 
GOODS AND EQUIPMENT:    The following goods will be purchased:  25 computers, 
                        12 printers, one photocopier, and other materials and
                        supplies.
