GENERAL DESCRIPTION:  The purpose of this nonreimbursable technical cooperation
                      is to formulate a plan to decentralize the administration
                      of roads.  This plan includes a national investment and
                      maintenance program for departmental roads that have been
                      or are scheduled to be transferred to departmental
                      jurisdiction.

                      The final goal of the project is to design an organized
                      process to decentralize the road subsector in all depart-
                      ments of the country, while satisfying the need for access
                      to rural areas and taking into account economic considera-
                      tions and interregional balances.  The plan should:
                      (a) give systematic consideration to the road requirements
                      of the different departments; (b) ensure appropriate con-
                      ditions for improved access so as to facilitate the pro-
                      duction and delivery of basic social services; (c) develop
                      mechanisms to ensure the availability of the financial
                      resources needed to maintain the departmental road
                      systems; and (d) provide support and institutional
                      strengthening.

                      The following actions are included in the design of the
                      road administration decentralization plan, the national
                      investment and maintenance program for departmental roads, 
                      and the strategy for attaining the above-mentioned objectives:
                      (a) situation analysis and the identification of institutional
                      requirements; (b) an agreement between the Transportation and
                      Communications Secretariat, the Nation-al Highway Administration
                      and the Regional Development Corporations on the division of
                      areas of responsibility; (c) design of a process for transferring
                      responsibilities and institutional administration mechanisms at the depart-
                      mental level; (d) formulation of an investment program for new access roads, and
                      road improvements, rehabilitation, and maintenance in each department;
                      (e) development of transfer procedures and procedures for financing and
                      executing the plan; and (f) formulation and execution of an ongoing follow-up
                      and evaluation system.

CONSULTANTS:          The Italian Fund will be used to finance this technical
                      cooperation project, and in accordance with the guidelines
                      governing the fund, the consulting firm will not be con-
                      tracted through international competition.  Under the
                      program, the professional services of an Italian consult-
                      ing firm will be hired.  This firm will provide a team of
                      international and local experts to carry out the project.
