Spatial Information System for National Infrastructure Management and Planning

The Inter-American Development Bank (IDB) invites expressions of interest from consulting firms, or consortia, who wish to be considered for the provision of services to the IDB for the development of activities related to Spatial Information System for National Infrastructure Management and Planning. The project will focus on designing, developing and implementing additional GIS (Geographic Information System) solutions for supporting highway planning and management activities of the Government of Uruguay. The project will directly strengthen the ongoing activities of the Dirección Nacional de Vialidad (DNV) and the Dirección Nacional de Topografía (DNT) of the Ministerio de Transportes y Obras Públicas (MTOP).

Consulting firms domiciled in IDB member countries that are interested in being considered for the study are invited to submit information on general background of the firm, prior experience in undertaking similar studies, specific experience in the area of the study, competent knowledge of the local language and utilization of integrated teams drawing from local and foreign expertise.

Interested firms must include in their expressions of interest, a description of their recent and relevant experience in the following areas:

• Development of systems solutions for planning and decision-making utilizing geographic information technologies.
• Integration and use of satellite imagery – in-depth knowledge of recent available sensors and demonstrated use in pertinent projects.
• Design and development of thematic spatial databases
• Development and application of digital terrain models (DTM)
• Design and development of user-interfaces, prototyping and system integration (Win NT environment)
• Development of GIS-based solutions for transportation planning and highway management (dynamic segmentation, network analyses, spatial analyses, transportation analyses and infrastructure management)
• Institutional strengthening relevant experience in capacity building and training – workshops, seminars, training materials, etc.

The IDB procurement procedures limit a firm to participate in only one consortium. However, a given firm may be included in proposals from various firms as a subcontractor. The Expressions of Interest must present letters of agreement from all firms and individual consultants to be included on the team, stating clearly in the case of a firm if they are participating as part of a consortium or as a subcontractor.
