Secondary Education Modernization Program (SEMP)

General Procurement Notice

 The government of the Republic of Trinidad and Tobago (GORTT) is seeking a loan for the Inter-American Development Bank (IDB) to finance the reform and expansion of secondary education. The estimated total cost of the program is US$147 million, which includes interest and professional fees.

The Secondary Education Modernization Program will be carried out over a seven-year period, beginning in 1999, and will comprise the following components:

(a) the improvement of educational quality with equity;

(b) deshifiting, rehabilitation and upgrading of school infrastructure;

(c) institutional strengthening and education sector management; and

(d) studies and measures for improved sector performance.

Execution of the program is the responsibility of the SEMP Program Coordinating Unit and involves project implementation, coordination, financial management and administration; procurement of goods, services and civil works; and the supervision of consultants and construction contractors.

It is intended that the proceeds of this loan will be applied to the procurement of goods and services through international and national competitive bidding, and other procurement procedures, in accordance with IDB procurement procedures and guidelines.

The Works Component

The civil works component of the SEMP involves the construction of approximately 12 new schools and the general refurbishment (including upgrade of computer and science labs) in some 100 existing schools to be tendered in four phases. The general refurbishment will be done over a five-year period starting in 2002. Every year twenty schools will be upgraded (lots of five).

Specific procurement notices (SPNs) for procurement of design and supervision consultants and for works construction are expected to be published from 1999 through 2003.

Professional Services

Approximately 400 person-months of professional services have been programmed over the life of the SEMP. Expertise will be required in the following areas:

Improved educational quality and equity component:

(a) curriculum development;

(b) teaching and learning strategies;

(c) professional development;

(d) assessment, testing and evaluation; and

(e) institutional strengthening

Education sector performance:

(a) leadership strengthening;

(b) management;

(c) studies and measures to improve education sector performance;

(d) strategic planning and restructuring of the education system; and

(e) monitoring and evaluation

International Competitive Bidding procedures will be followed for works in excess of US$1.5 million, for good in excess of US$250,000, and for consultancies in excess of US$200,000. Specific procurement notices will be published internationally and in the local press.
